Policy Challenges for Infrastructure Development in Africa – The Way Forward for Japan’s Official Development Assistance

This paper examines how Japan’s ODA can more effectively assist Africa’s infrastructure development in consideration of a comprehensive study by the donor consortium. It recommends that Japan should consider, as short-term measures, sectoral reallocation of its assistance, financial assistance for maintenance, and management reform of public utilities, while supporting various reforms from a longterm perspective.
